Malta Individual Investor Programme

The Individual Investor Programme (IIP) facilitates Maltese citizenship by investment subject to a rigid and thorough due diligence process and satisfying certain conditions. Once approved, the applicant and his dependents will be able to freely reside in Malta and in any European Union Member State and will also enjoy all the rights and freedoms provided by the European Union Treaties.

Who may apply:

The Applicant must be at least 18 years of age. In the same application, he/she may include the following individuals:

  • Spouse – in a monogamous marriage or in another relationship having the same or similar status to marriage
  • Dependents under 18 years of age
  • Dependents between the age of 18 and 26 years of age, who are not married, and who can prove they are not economically active and are principally dependent on the Applicant;
  • A parent or grandparent of the Applicant or his/her spouse who can prove they are not economically active and are wholly maintained or supported by the Applicant and form part of his/her household;
  • A child of the Applicant or of his/her spouse who is at least 18 years of age and who suffers from a physical or mental disability, and who is living with, and is wholly supported by the Applicant.

Requirements:

Applicants and their dependants applying for the IIP need to satisfy a number of criteria in order to be eligible for Maltese citizenship:

1. Make a contribution to the National Development and Social Fund as follows:

Each Dependant aged 0 -17 €25,000
Each Dependant aged 18-26 and over 55 €50,000

* €10,000 out of this amount is paid upon submission of the IIP application and held by Identity Malta as a non-refundable deposit. This amount however also includes the payment due for the e-residence permit application. The remainder of the contribution is paid up the issue of the letter of approval in principle.

2. Hold a property in Malta or Gozo under title of ownership or lease for at least 5 years, and which satisfies the following minimum values:

Annual Rent of Leased Property €16,000 per annum

3. Invest at least €150,000 in stocks, bonds, debentures, special purpose vehicles or other investment vehicles as identified by Identity Malta Agency, and retain such investments for a minimum of 5 years.

4. Have Global Health Insurance coverage for at least €50,000 for the main applicant and each of the dependants, with proof that this can be maintained for an indefinite period.

5. Pay the following additional fees:

6. Provide proof of residence in Malta for a period of at least 12 months prior to the issue of the certificate granting Maltese citizenship.
