GTG provides professional advice on all aspects concerning public procurement, that is, the award of contracts – concerning supplies, services and work – by government, public bodies and authorities.
In this regard the Maltese legal system is in line with European Community law. Maltese law in fact implements Directive 2004/18/EC (also known as the Classic Directive) which sets the framework for the coordination of award procedures for public works contracts, public supply contracts and public service contracts, and Directive 2004/17/EC (the Utilities Directive) which disciplines the procurement procedures of entities operating in the water, energy, transport and postal service sectors.
As a firm we commit ourselves to provide contracting authorities, bidders or other interested parties with pragmatic and practical advice as to how the Public Procurement rules work in practice. Our services incorporate:
- Advice on the application of the public procurement rules and the appropriate tendering procedures, particularly in light of practical difficulties which may arise depending on the facts of the particular case;
- Structuring of the tender transaction, including advice on and preparation of tender documentation and evaluation of tenders;
- Administration of the tendering process and public contracts’ award;
- Representation in public procurement matters and litigation before competent judicial bodies.
